Environmental Protection Department of the Perm region

operates under the region Governor’s decree N 147 on Environmental Protection Department of the Perm region of 12 July 2002. The main objectives of the department are the following

To determine main directions of environmental protection activities in the Perm region taking into consideration geographical, natural, social, economic and other peculiarities of the region.

To participate in development of the Federal Environmental Policy of the Russian Federation and of corresponding programs.

To implement Federal Environmental Policy of Russian Federation in the Perm region taking into consideration geographical, natural, social, economic and other peculiarities of the region.

To develop and to implement local special programs for environmental protection.

To organize cooperation of executive state powers, local government, companies, institutions and organizations dealing with environmental protection problems. To facilitate voluntary fund raising for environmental protection activities.

To determine conditions for development and implantation of the state environmental protection standards

To implement nature-conservative and other measures aimed at environmental improvement in ecological disaster areas of the Perm region

To develop the system of state environmental quality monitoring of the Perm region

To exercise state control over economical and other activities objects situated in the region

To asses economical and other activities environmental impact

To create regional nature reserves, to exercise control over protection and utilization of this areas

To develop the system of ecological education and environmental culture in the Perm region

To implement system of ecological certification

To provide public, state authorities of the Perm region and institutions of local governing with information concerning environment

To establish international communication in the field of environmental protection and safety

To act as governmental representative for regional environmental programs

To monitor penalty payments for negative environmental impact
